The first road from Victoria was cleared in 1863 from Sooke, around Shawnigan lake and around the Chill and Rogers Lakes. One of the first men to travel this trail was J Dougan who hiked till he discovered the beautiful valley and the foot of the hill which is still owned by Dougan family members.
